What prevents athletes from signing these financial aid papers with all of their favored schools and then having unlimited interaction? Is there a maximum or something?
The school side is the prevention. You have to open up a slot for the recruit IIRC, but the recruit isn't bound to you. So in the case of a flip you are out a recruit. At least that's my thought - no backing to it.

Cal is an excellent academic school, similar to GT but with more major options. Given his comments about his desired school characteristics, it would not surprise me to see him finaid papers with GT, Stanford, and Cal. All excellent academic schools with good athletics and weather.
Cal is as big a cesspool as any of the factories. They have some good academics, but their athletes can be as big a group of bums as any SEC school.

My youngest step sister was a U.S. Olympic gymnastic qualifier and before that visited Cal among dozens of other schools. We could not hit the showers quick enough after visiting there.

Just going off memory (so subject to be wrong), but I remember reading that if a player submits a finaid request with a school, then the school has substantial contact, then the player enrolls in a different school, there's risk that the contact can be considered a violation.

I don't understand why a finaid letter allows the school unlimited contact given that it's not binding. The events that allow unlimited contact should be LOI or enrollment, which ever comes first.

May not matter after signing day how many he signs and if they contact him or not.
