What the hell is sideline interference and how is it a dead ball foul if it occurs during the play?

Dead ball just means assessed after the play is blown dead

Edit: sideline interference means a coach/player got into the white boundary in some way that interferes with a ref

I know what a dead ball foul is. I've just never heard of a dead ball foul that occurs while the ball is in play as it did there. I'm sure they know the rules correctly I've just never seen it before.

Is it treated like a personal foul, e.g. roughing the passer, so they enforce it after the fg.

how is that just their first sideline warning? an actual penalty does not count as a warning?
