I think Michigan's and ND's fanbases are more perpetually unhappy because they have much more historical success than us, but now they are almost nearly as limited in what they can do. They both struggle with a relative dearth of talent in their local areas. Essentially only the Chicago area and Ohio produce much talent and many of the top recruits go to warmer climates, while few top-tier recruits from warm clients go up north (With, ahem, one clear exception). It used to be recruits from the South would actually go up to ND, Michigan or tOSU because only those schools guaranteed play on TV, but now all schools are on TV. Also, ND has similar academic requirements and Michigan has some academic requirements as well.
I would guess Miami has been a very unhappy fanbase as well since they lost to tOSU, not that I feel sorry for them.
Of course, all these schools have only been hurt in the last 10 years or so. If you go back to 1990, I don't know if there's any school that has a more unhappy fanbase than GT. What other school has such an unequal rivalry and puts so much into that rivalry? Our rivalry with Georgia is not Vanderbilt's "rivalry" with Tennessee. We have a long history of really, really caring about the game and other than maybe UGA-Florida until recently, can't think of a school that has had less success. Perhaps Michigan-tOSU if tOSU keeps closing their state's recruits to Michigan.
