That is not how it works anymore. They extended FA period before the draft so teams could fill needs before the draft, allowing them to assess their draft needs better.

My sentiments exactly. I loved Johnson at Tech, but didn't want the Falcons to go after him. Falcons have too many holes to fill to dump most their money into one money pit.
