State of Georgia considering bill similar to Cal

This movement will only widen the gap between the haves and havenots of college football. The boosters won’t even have to hide their payments to players anymore.
 
Football is a head count sport, meaning it's full ride or nothing. Baseball, for instance, is an equivalence sport, meaning they a number (I think 18) scholarships to split up how they see fit.

So, football is a full ride, unless the NCAA changes that too.
