the offenses are so bad, or are the offenses so bad because the defenses are so good?

Depends.
GT's offense is so bad because the ACC's defenses are so good.

Duke's offense is so bad because, well, they're Duke.

Outside of Matt Ryan and Riley Skinner that is pretty true. Kyle Wright is alright. Weatherford has not lived up to expectations.

We have lots of good "potential" QBs in the league though.
 
ACC has had generally poor offenses for several yrs due to 1-great def 2- poor QBs it seems to me
 
This same conversation was had regarding the SEC of the late 90s.
