Can A Recruit Make His Own Subscription-Only Recruiting Site?

Let's say there's a very popular recruit, could he make his own website and demand subscriptions for information on his recruitment? Would this make him a professional? It's definitely related to his athletic actions, but you're getting information not his actual playing skills. Would this be a violation of NCAA bylaws?
