Heard a rumor that if a conference champion was below a certain BCS rank they could get left out of the party. Any truth to that?

No, both the ACC and the BE have automatic bids. Where our rankings do matter is for the non-bcs schools. They get an automatic bid if the finish ahead of a BCS conference champ and are in the top 16 in the BCS standings.

So Utah could get left out if the ACC,BE,SEC,B11,B12, and Pac10 champs all came in ahead of them.

I also believe that the automatic bid for a conference is up for review if that conference does not finish the season with a Top 20 (?) rating once in three years, or something like that.

The Big East could be in trouble on this one, but if you notice the Big East Media always votes for their teams over the ACC (Pitt, Cin, S FL, Uconn...come on).

You're referring to what was originally known as the "Big East rule" which said a conference's champion must average at least a #16 ranking over a 3 year period.

They amended that though in 2005. Now a conference can lose it's automatic bid IF, over a 4 year period it's conference champion averages a ranking lower than #12 AND another non-BCS conference's champion has an average ranking higher than #12. It's evaluated on a 4 year average but it's not a rolling average - i.e., they took the rankings from 2004-2007 and that secured the bids for 2008-2011. They'll average them again these 4 years for 2012 and 2013 (when the current BCS contract runs outs.)

So what does a conference have to do to crash the BCS party? The WAC has had highly ranked teams in Boise State and Hawaii recently, and the MWC with BYU, TCU, and Utah.

When they do their "re-evaluation", do they consider replacing conferences or just eliminating them?

It is all a moot point because when its time to re-evaluate in 2012 the BCS will cease. 2013 will start a new era with a playoff. There will be no automatic Conference tie ins to the playoff. The BCS formula will still be used to seed the 8 playoff teams, additionally strength of schedule will be put back in to encourage strong non conference scheduling. Winning the conference will still be important because it will be an additional bonus towards that teams BCS score.
Oh sh**...who woke me up, was I dreaming of a playoff again? Dammit

The provision was added, IIRC, the first year Miami and VT left the Big East and Pittsburgh got destroyed by Utah. At that point, it looked like the Big East was going to send jokers every year to the BCS. That got put to rest the next year when WVU beat UGA.
