While I agree that you can't....

conclude that hatcher is better than Ralph; it does indicate that Hatcher's offense did pretty well against a D-1 defense good enough to get to a bowl game.

It indicates that Hatcher took a group of talented young men and taught them an offense in the time available and apparently succeeded in implementing his game plan....Ralph took a bunch of all star players and mustered 7 points.

Or maybe the East was just 19 points better than the West.
