Is the GTAA-GIT business model broken?

I am just posting the question. Is this a viable way to operate in the new college football environment or does it need to change to stave off future train wrecks?
 
The Institute hasn't done the GTAA any favors. Like not sharing donors lists. Using Homecoming to raise millions of dollars without sharing any of it with the GTAA. The GTAA funds all the athletic scholarships. The school does grant in state tuition rates to out of state athletes. How generous.
The school can only provide 10% cash to the GTAA but there are way around this if they wanted to be creative but they haven't.

Let's get creative! I can say there at least needs to be a 4 panel with a Risk-Reward relationship shown.
 
That makes me wonder who approved the years and dollars for CGC? How do you get that lucrative contract to not be based on incentives? Surely Tstan did not sign off on this on his own? Or did he?
