Sounds to me like the Dolphins went into the search with 2 alternatives:
1. Get a high profile guy, pay him lots of dough, give him full control, and let him pick his own staff.
2. Give raises to the existing staff that you like, hire someone that works well with the existing staff, and get them at a bargain price.
I think Miami is going through option #2. I bet the salary conversation gave Schottenheimer and Mora the jitters. Gailey on the other hand would be doubling or tripling his salary at the bargain price of $2-3M and has a good existing relationship with Capers and Mularky. At Dallas, Gailey only made $600K which was less than many coordinators at the time.
