What was the rationale for that? NC State/Maryland/Miami can't pass us in the bowl hierarchy since they won't finish better than 6-6.

If State wins they're 4-4 in conference I believe. Their assuming the Car Care will take either State or Wake (probably State) for attendance reasons.

NCAA regulations explicitly state that all teams with winning records must be taken before a team that is 6-6 when bowls are picking their conference teams. This is not something that is open to interpretation.

Yes, that would be the case if it kept us from getting to a bowl. The order of selection is the issue and that rule doesn't apply. The conference is given leeway to prevent repeat visits/matchups in assigning bowls and by the same token can send us west using the rationale that they went to bat for us last year.

The same thing happens every year with the Charlotte bowl taking a North Carolina team over us. There isn't a bowl hierarchy for minor non-New Year's Day bowls.
