I'm pretty sure each team sends videotapes of calls they had a problem to to the ACC office after each game, win or lose. They also have access to camera angles that TV doesn't have/show, I believe.

I think the Referee who missed the call is the head ref.

But I thought the ACC would have one person who is never involved in the games, but is oversight for the refs. maybe I am wrong though.

Oh, that makes more sense..haha. And I'm pretty sure the ACC does have a non-field official for oversight, but I could be wrong. Is there a list of names of who officiated the game Saturday?
