it appears that this ugag lineman has had his DUI dropped b/c he refused to "blow".

The refusal is a mandatory 1 yr license suspension and if you get the "right" lawyer you have a chance of "beating" the DUI.

The issue here should be this player's CONDUCT not whether he was caught. If Richt withdraws this player's suspension based on a legal "technicality" it will speak volumes regarding Richt's ethics, IMO. This fact pattern is a classic F$U type of case. Player gets arrested....evidence mysteriously disappears....case dropped.
