As i understand it the preseason Sagarins are fairly ridiculous ("out of keeping with the philosophy of computer ratings" would be a more nuanced way to say it), just an educated guess at who'll be good so that the first team to go 1-0 doesn't end up at the top of the ratings.
They only really refer 100% to the present season once they say something about being "CONNECTED", or at least that's my understanding.

Actually, that is not how Sagarin makes up his initial ratings. He uses a weighted average of the previous 3 seasons (heaviest weighting on most recent season, etc.) This, to me, is one of the more reasonable ways to do it.
That said, Sagarin is an imbecile and his ratings are one of the least accurate around.
