Does this mean the ATL chart could change dramatically from week to week?
I wouldn't say dramatically. We only dress about ~70. More for home games. I honestly don't think it means anything other than coaches discussing how they plan on attacking/defending and who fits where into that plan.
Remember, Coach Collins is a master marketer. "Above the Line" has a lot of meaning to it, way more than just "two deep" or "depth chart". "A.T.L." is consistent with the other branding, 404theCulture et al.
From quarter to quarter, perhaps.
