Whoa, the ACC signs up for new Bowl game!

The just created 'Congressional Bowl', set to be played in Washington, DC, has signed up the ACC! The opponent to the ACC will be Navy in the 1st game. Navy has already signed the contract & will have to get a victory in 6 games to participate. Ya gotta presume this is the 9th Bowl gm for the ACC &, alas, the ACC must get 9 teams with the neccessary Ws.
Washington, DC will be a better Bowl fit than San Francisco, Cal or Boise, Id. Could be an interesting matchup with Navy, especially with Maryland, Virginia, Wake Forest or Ga Tech. All of these teams have battled against the Naval Academy many times.

What if Navy goes 5-7, or worse? Would the NCAA let them bowl with a losing record?
 
Any Bowl team including

Navy has to win 6 games to participate in a Bowl skirmish. If a squad plays 2 Div1aa teams, a la GT, FSU, et al, then ya must get 7 victories. Even tho the ACC has signed up for this tussle vs Navy, the ACC must have a 9th team garner 6 wins to send to the Bowl or the 'Congressional' must select another 'Bowl eligible' institution. The Midshipmen should be able to eke out the necessary 6 Ws from this schedule:

Another bowl-eligible team from a conference with excess teams would participate. If the SEC is signed up for 8 bowl games and has 9 bowl-eligible teams, the 9th team could play in another bowl game whose conference can't field a bowl-eligible team.
 
I thought the Emerald and Humanitarian bowls weren't in any order. If that's the case, could this bowl be in the mix such that you could accept a Congressional Bowl bid and leave the Emerald without a team?

I notice that the payout is $1M vs. the $750k or so of the others. I would think that would put the new bowl ahead of several others in the pecking order.
 
Yay for anything that reduces the ACC's exposure to bowls west of the Mississippi.
 
Those Western bowl hurt the ACC more than help. The teams don't want to play and it just sets up ugly matchups.
 
Damn, another bowl? Do bowls mean anything anymore?...when 75% of a conference goes to a bowl game?

What a sell out.

there's talk of another bowl down here in St.Petersburg at Tropicana Field. Just what the world needs--another lower tier bowl with a Big East tie in.

Maybe they can just start sending their basketball teams and then everyone can be happy.
