How was that not targeting? (No sound in the restaurant.)

While I’m not a fan of the overzealous amount of targeting calls this year, by definition, how is that not targeting on the OU defender?
 
Sean McDonough was pretty surprised it wasn't called as well.
 
If you hit with crown of helmet, it doesn’t matter.

No player shall target and make forcible contact to the head or neck area of a defenseless opponent (See Note 2 below) with the helmet, forearm, hand, fist, elbow or shoulder. This foul requires that there be at least one indicator of targeting
I think the dude has to be defenseless, but I don't know anymore. They change the rule every year. Quote is from a 2018 article though.

The difference is that’s the line for defenseless. It’s stricker for defenseless. That is if any part of your body hits their head or neck area (basically). Think Adam Gotsis against UNC’s QB from a few years ago.

As a runner (non defenseless), the D must use the crown of the helmet for targeting.
 
It would have been targeting, but Oklahoma is the only team playing with a chance of getting into the playoffs. No other explanation.
