I looked into Washington.....definite upward trajectory, solidified with the hiring of Petersen. They have moved from recruiting in the 40/50/60 range a decade ago, to several straight classes in the 16-30 range. And with that has come now 3 straight 10-win seasons. Yes, that's a model for GT, and a good case study on the effects of good recruiting (and coaching). I wouldn't say factory though, i would say knocking on the door.

I thinking Washington would be an 8 or 9 win team in the ACC....they do get their butt kicked in the bowls when they have to step out.

If we can recruit at around the 20th rank in the country, that positions us as "best of the rest". Which I think might just be good enough to compete for big things when the stars line up right.
