I think the rule will be the same, that you can't contact anyone until they are in the portal. But that doesn't mean that somebody won't ask around in these kids' circles to gauge interest. I feel certain that already goes on.
I don’t disagree with it, but the more flexibility the athletes have, the shadier things are gonna get.

Is there any reason for players not to enter the portal annually now?
Once you enter the portal, the team does not have to renew your scholarship. IOW, if you're looking, i'm looking. If you don't find a landing spot, you might be up the creek.

Don't forget that conferences have their own rules. Poaching other schools in one's own conference is not a good idea.

On top of the answers already given, I'd assume some players actually like where they're at.
Just to pile on, why also would a coach invest their time and playing time in a player who is constantly looking to head out to a better deal?

I think, in addition to the above, you will have a lot of recruiting of HS players to be their 2nd choice, and a lot of kids will "try" a school for a year. Think of it as a really really late signing day.

Pretty sure CGC is all over those nuances.

Big name players transferring between big name schools have been getting their waivers granted for years now. This just gives everyone the same opportunity. There is no more danger of poaching than there ever was, IMO

Why should players only be allowed to transfer once??? NCAA is exploitative. They should be allowed to transfer as many times as they want and at any time they want with immediately eligibility! And pay them as much as they want. Free Country!!

Agreed. Normal students can do it freely as long as the universities accept them. If SAs are students first and athletes second like the NCAA says, then the NCAA has no business putting roadblocks in the way of where an SA decides to get educated.

Well either that or the NCAA should need to get an antitrust exemption (or negotiate a CBA with teh players) like every single other money-making sports league that limits player movement and pay.

You ignoramus, it is shady when coaches can leave their team for bigger money, or happiness or what ever, but the players cannot. Coaches and Alumni are the cheaters and shady ones.

Pay the players their true worth and let them earn as much as they can from alumni gifts. Let them sell their TD balls to the highest bidder.

Imagine if BeBe could have auctioned off the Scott Blair Fake FG TD football in the week that followed the super important win. He wouldn’t have had to accept agent shoes and a ACC trophy would still be in our case.
