29 names on that list (I realize not all have signed yet) - potential non-qualifiers, some not expected to sign, or early enrollees?

All of the above. Some will depend on who he can run off before August as well.

Someone in my office (NC State fan) said that UNC only has 13 departing seniors. That sure seems like a lot of attrition if that is true...

Saw an article somewhere that talked about rising RS-Srs leaving the program, or suddenly having career ending injuries no one knew about before so they can stay in school on scholarship but not count. If you aren't 2 deep by your senior year, it doesn't look like you're going to keep you 'ship with Butch around.
 
Frankly I don't care if UNC gets a "better" recruiting class than us. As one person on this board had pointed out a while ago, we are 8-2 against Clemson and Miami since 2004 and haven't had a better recruiting class than them for any year in that period.

That is true. Sexton is transferring out. Two on suspension, maybe a third, will not be welcomed back. Two will graduate and leave the program. That leaves them still over by several scholarships. Some recruits may not qualify, some may "gray shirt" and count on the next year total, but a few scholarships may not be renewed.
 
In North Carolina Butch got 7 of the top 10 in-state, with Duke, Florida, and Miami getting one each. I like the OT from Fayetteville going to Florida, Xavier Nixon, better than any other NC player. UNC likes the DE from Jacksonville, NC - Donte Moss. They hope he will be their Mario Williams, but I don't think he is the physical freak Super Mario was.

UNC got 13 of the state's top 35, with ECU getting 4, and Duke, Wake, and State three each. State seems to be struggling with their recruiting. They picked up several from Georgia. Cutcliffe has picked things up for Duke. Wake did not recruit well, but Grobe redshirts everybody and coaches them up well.
 
His recruiting class was good, not great.

I think a lot of his guys are overrated.
