12 minute quarters?

If there's one thing college football won't do it's makes a decision that decreases profits, so can't imagine them cutting commercial time down. Rolling the clock after the ball is set on OOB plays outside of 2 minutes was a good rule change. You could always shorten the play clock.

Hard to believe a game with 11/12 minutes of actual action can take 4 hours to play.

2) run clock on incompletions until last 2 minutes of the half.

Don't shorten the game. Totally gay way to solve a non-problem. I enjoy as much GT football as I can get.

... and on incomplete passes. IIRC they allow this now as long as both coaches agree. I think there was also a game a few years back where the teams agreed at half time during a blowout to shave 3 minutes off the 4th quarter.

Doubt anything happens. Shorter games create a disadvantage for factories with 4* reserves.

Not really, they will just add a 13th / 14th game to the regular season...
Instead of twelve 60-minute games, how about fifteen 48-minute games?
 
12 Minute quarters worked for Tech - Cumberland, not sure why that model wouldn't be good today
