The problem is that geographically they're in a rough place. Where would they go? Pac-10?Wow, Utah's offensive line is the definition of stout. Brian can take a power nap behind that line.
Anyway, I just took a look at Utah's schedule. They need to move out of that crap conference of theirs and start strengthening their schedule.

Why does PAC-10 need to get two teams? Just ideally?
Geographically, Utah borders Arizona so that shouldn't be an issue.
You need 12+ teams for a CCG.
Ideally, you are right. However, the conference committee can get creative if they so choose as there are no rules against having an odd number of teams in a conference. For example, the MAC conference has 13 teams divided unevenly by East (7 teams) and West (6 teams). Buffalo whooped undefeated Ball State for the MAC title.
I think he meant you need a minimum of 12 teams.
