This made me laugh. Most buildings on campus don't have on-site hot water heating. Instead, it's piped in from the central plant (where the whistle is) via high-pressure steam lines. Some of the manholes provide access to those lines, and what you are seeing is release from the blow-off valves. Most college campuses have similar infrastructure.

How about a malfunctioning steam trap or a break in either the steam distribution or condensate return lines?
 
I wish I hadn't downed those 3 cans of Brawndo before practice. Now I really have to pee, but I see why plants crave it.
 


Somebody tell that Mark Richt fellow over there in Athens....that I got my eye on him & see him in November!
