Anybody where this came from?

I have a Logitech keyboard, and an annoying thing is that the print screen is right above the back space. So, I wind up with lots of inadvertent screen caps that I have to clean out from time to time. This one was funny though, does anyone know where this came from?

I use the Windows key-Shift key-S to get a screen shot. That way I can pick what the area I want to save. The yellow/green vest has "IVA" on it, was it was obviously Dublin
