One might could make the case that there was 20k there if you count everyone in the stadium in any capacity....fans, workers, players...even buzz...and maybe if the sun had been out and counted a few shadows too.....one might could get to 20k.
And not one drop of rain during the game either.

I was there also, and as the pictures point out the stadium is nowhere near half full. If it was half full that is still less than 22k. Basic math.
