I don't understand how the Big 12 is involved? Does it mean that the Gator Bowl has first pick from the Big East and the Big 12? Seems highly unlikely.
 
The Big 12 has a number of bowl tie-ins that would make it very unlikely that the Gator gets first dibs.

This may help explain the agreement:

"The Big 12 Conference football post-season is about to get a good shake, as the conference is dropping several bowl alliances in favor of three new bowl affiliations. In it's wake, the Big 12 is leaving several conferences out in the cold.

The Big 12 is preparing to end it's long standing relationship with the Independence Bowl, the Champs Sports Bowl, and the Fort Worth Bowl. Instead, the Big 12 will play in the Gator Bowl, the Sun Bowl, and the Insight Bowl beginning in the 2006 season.

The changes to the bowl game lineup will bring in an estimated $2 million in additional revenue, plus ensure that no Big 12 team has to play in a bowl before Christmas Day.

As a result of the Big 12's move, the Big 10 will lose it's slot with the Sun Bowl and the Big East will lose it's spot in the Gator Bowl for several years. Under the proposed terms, the Gator Bowl would get the ACC representative, and then invite a Big 12 team for two years, a Big East team for two years, or bypass a Big East team once to select independent Notre Dame. (Easy, right?)"
