Can NCAA enforce 'no text messages'?

I'm sure every GT football fan knows that the NCAA has outlawed all text messages from Coaches to recruiting targets & I really don't think it will be difficult to enforce. All it would take is a prospective recruit to show a Tennessee Asst Coach or HC Steve Spurrier a text message from an Ala Coach & the NCAA would know about it in 10 secs. Or show a Duke OC a message from a NCar RC, he, he, he.
Ya gotta believe this is a very good move by the NCAA. A kid goes to sleep & wakes up with 52 texts. The phone user is charged for this misuse of his phone. At least Email & fax are none cost, relatively.
Note near the bottom paragraph about baseball players now having to sit out a year after transferring.

They can enforce no text messages the same way they can enforce no phone calls.

i.e. they can't really unless they get proof, which is hard to do, but is done sometimes. It will be like everything else:

most will do the right thing and osme will not, and every once in a while a few will get caught here and there, and then even more will do the right thing for a while.
