I may be interpreting this wrong:

Side Line, Goal Line, End Line
Article 1. Reviewable plays governed by a sideline, goal line or an end line include:

c. A runner or pass receiver ruled in or out of bounds.

Sorry for not looking it up myself right now, I am not quite in the state to do that...but could you link me to where you saw that(I assume it's an entire listing of the rules?)? It is possible the rules don't explicitly state what I said, in which case I would be wrong...I just know that for sure if a whistle blows that everything after that is dead, and I was under the impression that if a player was called out of bounds/down on the field it was the same as the whistle blowing.
 
But they rule on in bound/out of bounds plays with replay all the time don't they? I still think it's a reviewable play, and then they would determine where the ball is placed.
 
They rule on whether to take away yards, or whether a pass was received in bounds, but never whether to give more yards than were originally called on the field. The reason for this is that when a player is called out of bounds or dead, the play is completely dead right at that point(even if the call comes later, after the officials huddle). That's why, until a couple years ago, you would see a lot of obvious fumbles and recoveries that were ruled down on the field after the player had already recovered the ball, and they weren't able to be overturned by replay. The NFL added a rule about obvious, easy recoveries being able to be given by replay, but college doesn't have this rule and neither league will ever have a rule that gives actual yards after the fact(even if the player picks it up and runs for a touchdown with the NFL fumble rule, replay can only give him the ball at the spot where he gained possession).

Article 3. Miscellaneous reviewable plays include:. a. A runner judged to have been not down by rule. (Note: If a runner is ruled down, the play is not reviewable).




This is the area that play fell under. He was ruled down before the first down marker, no matter the time at which the whistle blew.
