we had a 4.4 guy and a 4.35 guy and we played 8-10 yards off at the snap more than 65% of the time; very aggressive; so yup I would agree with you....
I think Milton's ball skills were suspect and a reason for his playing a big cushion. If he kept the play in front of him he could react very well, but he was beaten over the top multiple times in his career, IIRC. Even when running step-for-step with the receiver.
I do agree with your basic premise though.
