Maybe his limo was told to pick him up there. But all shuttles are indeed on the west end of the terminal.

The airport park-ride shuttle does not pick up on the west end. They park along the curb of the sidewalk he's walking on on the South terminal side. Maybe the North side as well but I don't know.

Looks like the sidewalk to the airport park & ride shuttle to me.

Red sign (south terminal), probably says “EXIT” behind the pole (far end of south drive), parking deck construction in the background, and those railings.

Well, greater than 90% of the people on the far sidewalk at arrivals where he is are headed into the airport. We acknowledge that there is also the singular possibility that he is catching the off-airport parking shuttle and is leaving the airport.

There's also the data point that he was in Florida just the day before if not the morning of.

Yeah, the timing is real weird, and the OP didnt help by providing it. Then there is the bags. ööööing Bill Belicheck would take more luggage than that for 4 days and Bill doesnt even change clothes but once a week.

Nope, it’s pretty much just people going to the on-airport park and ride where that photo was apparently taken. Nobody going into the airport would have a reason to walk down there where the buses are.
