how hard would it be for DVR to incorporate a feature that accounts for things running past schedule?

My Dish DVR actually does it. It automatically records 1 hour past any sporting event. Neat feature.

My DVR (Cox Cable's DVR) asks me -- when I am going to record a live event, it gives me a warning statement about this being live, and do I want to record additional time. Is a nice feature.
