I've only been to 5 stadiums in my life:
BDS, Sanford, Clemson, FSU and South Carolina.
For the ACC: I like the roadtrip to Clemson more than going to FSU, but I do like FSU. Both are great environments. The nod goes to Clemson because I like the scenery of the Upstate area. I do like FSU's fans though. They are a spirited bunch. Clemson's fans make a ton of noise. That place is really loud.
For pure tailgating, I like UGA alot. They have some of the best tailgating around. Their stadium is an awesome setting, but it's hard to move around in. Their fans either really make a ton of noise, or they sit on their hands. Night crowds there are really good.
USC was also a nice place, but I hated their stadium. I tailgated there with some USC girls back in the day. It was a great tailgate. The area around the stadium is a dungheap, but overall, it's a great environment. It's been 8 years since I went over there, so I don't know what the crowds are like in the expanded stadium. I'm sure they are loud.
Tech is definitely the most unique environment. We have the skyline next to us. We have the Varsity. We have the Ramblin Reck. And the tailgating is pretty decent now. It used to suck in the old days, but the campus hops alot more for games than it used to. Once the expansion is complete, we will have an awesome stadium that will generate noise. It's gonna be great.
