So here's the rub, what if it's the USG giving the waiver?Yes. If a waiver is given, the entity giving the waiver has to pay the entity who should have received the funds.
For example, if the GTAA gives a scholarship to a football player, GTAA has to actually pay the equivalent of that scholarship to the University System of Georgia (USG receives tuition from all members in the USG then distributes back to the members. End result is GT gets back 30-40% of what GT students pay into the system, other like Fort Valley State receive >100% back, so when you pay tuition, you're actually funding someone else at another school).
