If the pass simulates a punt. I guess otherwise the return team could never block anyone because the punter could just throw it once he saw them blocking.

Never heard that rule before either but it kind of makes sense. If true, that is a terribly designed play
 
That PI rule doesn't make sense. You can just foul a receiver with no consequence? Why not just tackle every receiver on every fake punt?

You can't have defensive PI on a fake punt. I guess the logic is that the receiving team isn't treating his man like a receiver on the play. You can have offensive PI, though. Cowboys got called for it last week vs. the Falcons

I'm not sure why any fake punt pass ever works. Should you not just tell your guys to tackle the dude every time?
