The ACC is

I really think they need to do something about holding. They either need to change the definition of the penalty or enforce it more often. As it is, at both the college and NFL level, there is clear holding on almost every play and it basically seems random as to when the refs call it. It sucks.

They should change the name of the penalty from "holding" to "offensive tackling." That's what they usually call.
