Anyone who touches a ball in bounds that has any part of their body touching out makes the ball be out as well. See this from time-to-time on fumbles where a player is on the ground half in and half out who touches the ball making it a dead ball out-of-bounds.

teaching your returner to step out and then touch the ball near the sideline is smart play, especially if it is near the goal line.
 
LOL at Ryan Day and OSU. I think the refs screwed them, but eff em anyway.
Yeah, 2 seconds before half. Fields takes the snap, takes three steps back, stops, hesitates a second, takes a knee and yet somehow the refs decide there is a second left and applied Penn State to kick a FG. Slowest two seconds in football. Like a sci fi movie.
 
So if the kickoff returner stands out of bounds and fields an in-bounds ball, that’s a kickoff out of bounds? WTF? I’ve never seen/heard that until UNC just did it.

Yep. There are going to be a bunch of players tossed for throwing punches in the FL game.
