Was it Wisconsin that exposed that temporary rule where the clock started on the kick off from a few years back? I seem to recall they kicked off like 5 times to end the half against PSU or someone purposely jumping offsides on the kick.
 
So you could just do this on every play right? Get penalized half the distance any number of times, running a few seconds off of the play clock each time.

Provided you actually stop them from scoring every time.

If you can't stop them with 14 players you don't deserve to win.
Well, eventually you would have to stop them with one since the game can't end on a defensive penalty.

I've always thought teams accepting penalties in late half/game situations should have the option to have the time lost on the offending play added back. Under the current rules, if a team is 10 yards from scoring with 8 seconds left in the first half, there's plenty of incentive for the defense to pull some shenanigans, e.g. maul the hell out of the receiver in the end zone to prevent a reception, knowing that even with a penalty the other team will almost certainly kick it rather than risk going into halftime without points.
