The rule of sitting out for a year after transferring is intended to discourage players from routinely jumping from school to school. But if the NCAA wants to punish programs for violating rules, the best way to accomplish that might be to facilitate transfers. It would be a great disincentive for programs to cheat if they discover that their players can jump ship when the program gets caught.

a) he has the academic qualification to transfer.
b) GT did not burn all the available scholarships on signing day and has room for him.
