No, I believe it has to be "fair market value". Obviously there's a lot of wiggle room there, and people will figure it out, but you can't just hand them money.

Op's link even refers to that by talking about how much work it was to make sure it complied with the NIL rules.

Market value doesn’t have anything to do with it. I’m pretty sure we can just ask for an autograph.

It's written into most of the rules that it has to be fair market value. Here is the relevant section from the Georgia law (emphasis mine):

(a) A student athlete at a postsecondary educational institution may earn compensation for the use of his or her name, image, or likeness. Such compensation must be commensurate with the market value of the authorized use of the student athlete's name, image, or likeness. Such compensation may not be provided in exchange, in whole or in part, for a current or prospective student athlete to attend, participate, or perform at a particular postsecondary educational institution.

Like I said, there's a lot of wiggle room there -- there's no single "fair market value" for an autograph, for example. But Phil Knight can't just tell a 'croot that he's willing to pay $1 million for the autographs of star Oregon players. He'll have to figure out something at least a little more clever.
