With NIL being legal what type of violations would warrant more than a slap on the wrist?

I know there is a lot of concern in general about illegally recruiting players currently on scholarship with a team. The portal system is supposed to be a player decides they want to transfer, they enter the portal, then are fair game to recruit. What’s actually happening is 3rd party and back-channel recruiting of players on teams who were not otherwise thinking of transferring, but got a better “offer” somewhere else. Problem with that is it’s hard for a player to actually verify what’s for real and what’s just smoke, since they can’t formally talk to the coach or program or have anything in writing in advance.
