I think we need to have a philosophical debate over the meaning of "intention". Can we really intend to do anything if we live in a deterministic world and there is no libertarian free will? If the ref has such views, how does he interpret intention? Even supposing #62 has free will, how could the ref know his true intentions without telepathy?
