Here's some logic...
Tech wins 6 of the last 7, including 4 straight wins to finish the season that highlighted a comfortable win against final ranked #16 Virginia Tech at their place, and two 'SEC' schools that both made bowls. 9-4 overall. Not ranked.
San Diego State..... (no comment). Ranked #25.
Auburn loses 3 of the last 4, incl. getting murdered by Alabama & Oklahoma (which proves they cannot hang with the big boys) and a loss to a mediocre UGA team. 8-5 overall. Ranked #24.
Utah: opponents that they beat had a combined record of 49-66. Of those wins, opponents included the Southern Utah Thunderbolts and San Jose State. 9-4 overall. Ranked #23.
Tennessee second half of the season: killed by Bama, lost to South Carolina (6-7 final record), lost to Vanderbilt (6-7 final record), and finally their 4 wins include a FCS opponent, Kentucky (7-6), Missouri (4-8), and a decent win against Nebraska. 9-4 overall. Ranked #22.
Louisville fell apart at the end of the season losing three straight: destroyed by Houston and LSU, and lost to a 7-6 Kentucky team. 9-4 overall. Ranked #21.
Theories: SEC, Lamar Jackson hype, and AP hating GT and the option....
