The way I understand it, he enrolls, pays his way this summer, Bamalama puts him on scholarship. Catch is, you can never have taken an official visit or visited by a coach in any official capacity. I guess he is nearly 100% guaranteed a scholarship, but I would take a sure thing as opposed to waiting until August. I suppose that is why their prior kicker commit decided to decommit for Arizona State. Probably asked by Saban on an unofficial visit to blueshirt and decided to take the sure thing.
Supposedly, he gets put on scholarship in August, but nothing is binding Saban or Bulovas other than their pinky promise to each other. Saban could call him in July and say "forget it" as I understand it. Must have tried the same deal with the kicker that decommitted. Kicker figured a sure thing is better than a promise from a snake oil salesman.Why would Saban waste a scholarship if he already has the guy on campus? He'll want to use that scholarship in 2018. This is the same thing as post-college job opportunities: do they get it?
Every 3* and higher recruit should receive an anonymous packet that includes news articles of each coach in the region keeping or breaking promises.Nah, they're stuck in 'naw, it won't be me' mode.

No I don't. The kicker in Athens is living his life long dream of playing for UGAg. Bulovas wants to live his life long dream of playing for Bama, according to his own statements.
I think Kirby Smart knew his kicker was going nowhere and wanted to use his available scholarships on this recruiting class. After all, the kid said his dream is to play at UGAg
And yet he signed the "highest rated recruiting class in the history of modern football" per 247sports. Do people not know that Kirby is a scumbag or do they just ignore it?
In my mind, the recruiting packet should include:
- Articles about coaches keeping/breaking promises
- Some chart comparing talent development (maybe number of 3* players that make the NFL and 5* players that don't)
- Indication of financial success of students who don't make the NFL (the "where are they now" articles showing Isiah Willis making 6 figures at 23 vs. Brendan Douglas living in his mom's basement)
- The benefits of living in a big city like Atlanta
