IMO, everything starts at the top and he is at the top of the GT food chain. He has no interest in GT athletics, only pushing the GT brand as an academic giant. I can understand the latter, but a president must support athletics as well since they can be a cash cow at most universities.

Do you have any evidence of this? I'm not aware of any programs where athletics generates a ton of cash for non-athletics uses, but maybe I'm overlooking one or two. The very few schools where athletics returns some money to the university, it is usually on the order of a couple million per year (when overall university budgets are in the hundreds of millions). That's a pretty dried up cash cow.
