They can’t lock ACC teams in until FSU’s fate is determined.
That seems like a lame excuse... I mean if Louisville upsets FSU, Louisville will be in the OB... FSU goes to a NY6 Bowl. If FSU wins they go to CFP & Louisville goes to OB. Not sure how FSU affects the Pinstripe Bowl.

Maybe you are right but thinking that ACC might get to move up a spot if FSU makes the playoff. A lot of the Pinstripe predictions also show FSU not in the playoff.

How the hell does shitty Syracuse get to go to Boca (where I would travel) to play a 10-2 SMU team and we go to freaking NY (where I won't travel) to play another 6-6 team?

Georgia Tech finishes tied for fourth after being picked to finish 12th in the preseason... The Pinstripe Bowl payout: $4,400,000 The Boca Raton Bowl payout is 900K. The Pinstripe Bowl is viewed as a more prestigious destination. So the SA experience and gifts would be better in the Pinstripe compared to the Boca.

Your logic holds up but Boston College seems like a better choice to make the 2-3 hr drive down to NYC. If we accept a bid to the Pinstripe Bowl, I will definitely hop on the Acela from DC and make a mini-vacation out of it but that's a tough ask for most GT fans.

GT-Auburn in Charlottesville seems way more attractive from the perspective of attendance, long history of matchups, quality of teams, etc. Not that making sense has anything to do with Bowl bids but I can't just ignore the obvious conclusion that BC in NYC and GT in Charlottesville seems like a much better outcome for all concerned.

FWIW: Rutgers 2023 home attendance average through 7 games was: 49,237. Rutgers is less than 50 miles from Yankee Stadium. So it would not be unimaginable to see 25K from Rutgers showing up while 5-10K GT fans travel. 30-35K in attendance would be a success in the eyes of bowl organizers.

BC to the Fenway Bowl (In Boston)

GT-Auburn in Charlottesville died when VT became Bowl Eligible.... Virginia Tech’s momentum appeals especially to the Military Bowl in Annapolis, Maryland, and Duke’s Mayo Bowl in Charlotte, North Carolina....this is where the Alabama-Georgia result comes in. (For VT Placement)

If the top-ranked Bulldogs prevail, the Big Ten’s Ohio State would be the ACC’s probable Orange Bowl opponent, in which case the ACC inherits the Big Ten’s slot in the Tampa-based ReliaQuest Bowl. The ReliaQuest, in turn, would likely select Notre Dame, since the Fighting Irish enter the ACC’s bowl mix when they don’t qualify for a New Year’s Six game.

Notre Dame (9-3) in Tampa could well leave N.C. State (9-3), Clemson (8-4) and UNC to fill the ACC’s contracted spots in the TaxSlayer (Jacksonville, Florida), Pop-Tarts (Orlando) and Holiday (San Diego), with Duke or Miami in the Sun (El Paso). In that scenario, the Duke’s Mayo would pounce on Virginia Tech, which bowled in Charlotte in 2016 and ’19 and, just this month, brought thousands of fans to the city for a women’s basketball game against Iowa. The ACC’s opponent in Charlotte will be from the SEC.

But if Alabama upsets Georgia, either the Crimson Tide or Bulldogs would likely go to the Orange, and the ACC would not take the Big Ten’s place in Tampa. Clemson/UNC/NC State could then fall to the Duke’s Mayo, and despite their disappointing season, the Tigers’ four-game winning streak and television appeal would be irresistible. Either way Georgia Tech does not get an invite to Charlotte.
