I have it the same way. Penn State won their Division. They beat Ohio State head to head. They won the B1G. Based on those 3 things I have them in and Ohio State out.

Well my thinking is OSU didn't play this weekend and can therefore be hopped by Clemson and Washington (1 loss conference champs over 1 loss OSU). Then it comes down to OSU, PSU, and Oklahoma. 2-loss PSU winning the B10 is is more impressive than 2-loss OU winning the B12. OSU beat OU and has 1 fewer loss. So OU is 6th. Then it's down to PSU and OSU and I just don't see how you can not put PSU in with the H2H and conference championship. Gotta be Bama, Clemson, UW, and PSU in that order. I could see and argument for swapping Clemson and UW after the Colorado/VT games, but that likely won't make a difference with Bama getting location priority anyway.
On paper OSU probably has the best resume to be #1. But there's just no point in having conferences unless their champions play against each other in a playoff.
