But I think you're certainly right. The kicking team does *not* have to make contact with the punt returner to constitute interference. Here's the actual quote from the 2019 NCAA rulebook:




The TLDR is that no kicking team player can enter the area within one yard in front of the punt returner. I think it's pretty clear that the Clemson player did enter that zone as Juanyeh was trying to catch the ball – in fact the Clemson player had to jump out of the way to avoid actually hitting him. This caused Juanyeh to hesitate as he moved into position for the ball.

It was a clear, almost textbook, case of interference with opportunity, IMHO. And the no call obvs had a huge impact on the game.

There's the letter of law and then there's what is actually applied in game situations
