It never hit the ground, the player never went out of bounds. He can take as long as he wants to secure it in those circumstances.

EDIT: I see what you're saying. I think it was his elbow that hit the ground, though, not the ball itself.

Edit: I don't think the there's any way the ball moves like that if it's just his elbow hitting the ground. But whatevs. Lol
