I briefly looked at it, and it seems as though this thing is based solely on last year. Also, it does not give any credit (whether there should or not) with getting good players in the program. Seems like some math professor, etc. had a little too much time on his hands and too little amount of competence.
It's not based solely on last year. It's based on a weighted average of the winning percentages over the tenure of the coach with the seasons being weighted more as time goes on.
Also, it's NOT a measure of the coach's overall legacy, but the current state of the program based on past performance.
Urban Meyer is ranked lower because Steve Spurrier did the same exact thing with Florida in the 1990s. Bowden is ranked lower because he went from 10-11 seasons to 7 win seasons. The formula recognizes this. It all works out.
Some more data must be inputted. I haven't put Joepa's NCs in there yet and a few other things. I will be tweaking it a little too.
